The Homelessness Partnering Strategy (HPS) programs serve chronic and episodic homeless individuals in or at risk of involvement in the Criminal Justice System who pose a significant risk for homelessness.
We use a multi-faceted, intensive case management approach to address the complex needs of this population in order to facilitate their transition back into the community while increasing public safety.
Our Provincial HPS program includes pre-release planning with individuals incarcerated at Surrey Pretrial Centre, North Fraser Pretrial Centre, and Fraser Regional Correctional Centre. Through our federal HPS program, we support individuals who have significant history of homelessness and are facing homelessness upon reaching their sentence expiry. Our staff facilitate the intake process at the earliest opportunity in order to secure safe and permanent housing immediately upon release. Individualized plans are created which include a wrap-around approach to supports to address the needs of this population. After demonstrated capacity, stability, and self-sufficiency, individuals are empowered to take control of their own lives to achieve full independence.
